A Health Savings Account (HSA) allows individuals enrolled in a High Deductible Health Plan (HDHP) to save money tax-free for qualified medical, dental, and vision expenses. In addition to offering immediate tax benefits, HSAs also support long-term savings—unused funds roll over year to year and can even be invested once your balance exceeds $1,000.

District Contributions

Eligible employees who open an HSA with Voya will receive District contributions as outlined in the negotiated agreement to help fund their account.

Employee Contributions

Employees can also contribute to their HSA through pre-tax payroll deductions, up to the IRS maximums (including the District's contribution):

IRS 2025 Maximum Contributions:

• $4,300 for self-only coverage
• $8,550 for family coverage
• Additional $1,000 catch-up contribution for individuals age 55 or older

HSA Eligibility Requirements

To qualify for an HSA, employees must meet the IRS eligibility criteria as described in IRS Publication 969, including:

• Enrollment in a qualified HDHP (the District’s HDHP qualifies)

• No other non-HDHP coverage (including Medicare, Medicaid, Tricare, or an FSA—even a spouse’s FSA)

• Not being claimed as a dependent on another person’s tax return

Flexible Spending Accounts (FSAs) are a valuable employee benefit that lets you set aside pre-tax dollars to pay for certain out-of-pocket expenses. There are three types of FSAs available:

Health FSA

A Health FSA allows you to use pre-tax funds to pay for eligible medical, dental, and vision expenses not covered by insurance. 

Eligible expenses include:

• Copayments and deductibles

• Prescription medications

• Certain over-the-counter items

• Dental and vision expenses

Important: FSAs are subject to the “use it or lose it” rule — funds must typically be used within the plan year or they may be forfeited.

Dependent Care FSA

A Dependent Care FSA helps you pay for care of eligible dependents so you can work or attend school full-time. 

Eligible expenses include:

• Daycare or preschool for children under age 13

• Before and after-school programs

• Summer day camps

• Care for a disabled spouse or dependent of any age

Limited Purpose FSA

A Limited Purpose FSA is available for employees who are enrolled in a Health Savings Account (HSA). It allows you to save pre-tax dollars specifically for dental and vision expenses only.

Use this account to pay for:

• Dental cleanings, fillings, and orthodontia

• Eye exams, glasses, and contact lenses

Because it's “limited purpose,” this FSA is designed to work alongside your HSA without affecting your eligibility.

Employees who work at least 10 hours per week can self-enroll in voluntary supplemental benefits through Employee Navigator within 31 days of their hire date or during the annual open enrollment period.

Employees who are eligible for a Health Savings Account (HSA) may open an HSA or modify their HSA contributions through Employee Navigator at any time.
